Products & Reports: TWG Priority Reports
The Mental Health Transformation Project (MHTP) process includes a number of
reports on priorities for Transformation. In the first year of the grant's implementation, the
Transformation Work Group (TWG) convened seven
Subcommittees organized around population and issue groups. The Subcommittees conducted numerous
public forums to gather information that shaped the
27 Outcomes

TWG approved inclusion of all 27 Outcomes and forwarded them to the TWG
Task Groups

657KB] for the development of specific implementation
strategies. The Task Groups recommended strategies to achieve the priority
Outcomes to the TWG in June 2006. Finally, the TWG reviewed, approved, and
renamed the draft Comprehensive Mental Health Plan (CMHP) to the Mental
Health Transformation Plan: Phase One in August 2006. Governor Gregoire then reviewed and gave
final approval for the plan's submittal to SAMHSA on September 30, 2006.
As the transformation process continues to unfold in year two of implementation, the TWG will continue to meet and refine the Outcomes and Strategies developed in year one. The TWG met October 13, 2006 to prioritize Outcomes for year two. Under Governor Gregoire's direction, the TWG chose their Year-Two Priority Outcomes from the 27 Outcomes and will work to implement strategies that meet these outcomes in the coming year.

The Outcome Summary Report

generated from the work of seven Subcommittees charged
by the TWG to hold public meetings and take testimony from consumers, stakeholders and the general
public. In April, 2006, the Subcommittees presented their reports to the TWG. Subsequently
the TWG approved 27 Outcomes that the Subcommittees recommended be achieved in order to Transform
the Washington State mental health system.
Recommended Strategies For Transformation
Task Groups of subject area experts began meeting in April, 2006 to prepare Recommended Strategies for Transformation. The TWG charged the Task Groups with identifying Strategies that would achieve the Outcomes recommended by the Subcommittees and approved by the TWG. The Task Groups met for two months to develop principles and strategies for achieving the Transformation Outcomes established by the seven Topic and Population Subcommittees and adopted by the TWG earlier in the year.

Mental Health Transformation Plan Phase I (formerly the CMHP)
The Mental Health Transformation Project submitted the first phase of its primary deliverable of year one grant implementation. The document, entitled Mental Health Transformation: Phase I, was submitted September 28, 2006 to the federal Substance Abuse and Mental Health Services Administration (SAMHSA) for review and approval.
Previously entitled the Draft Comprehensive Mental Health Plan, Washington's Transformation Work Group (TWG) decided at their August 25, 2006 meeting that because this is a living and evolving document, reflecting a dynamic process that will continue for the remaining four years of the grant and will serve as a blueprint for the future of the state's mental health delivery systems, the name should be changed to illustrate this process.

SAMHSA Review of the Plan
On December 12, 2006 SAMHSA sent the Mental Health Transformation Project a review of the Plan which includes SAMHSA's assessment of the Plan's strengths as well as areas for improvement and recommendations.
Year Two Plan Update
On September 26, 2007, as required by grant contact, the MHTP submitted the documents listed below to SAMHSA as an update to the previously submitted Mental Health Transformation Plan Phase I. An updated matrix logic model has been incorporated into the report. The matrix links objectives and activities to SAMHSA accountability, capacity and effectiveness goals, two Washington State goals, the News Freedom Commission goals, and GPRA measures.

SAMHSA Review of Year Two Plan Update
On January 23, 2008 SAMHSA sent the Mental Health Transformation Project a review of the Plan which includes SAMHSA's assessment of the Plan's strengths as well as areas for improvement and recommendations.
Year Two Priority Outcomes
On October 13, 2006 the TWG held an intensive work session to develop "next steps"
for year two of grant implementation. Governor Gregoire directed the TWG to prioritize
their top three to five outcomes from the list of 27 Subcommittee
Outcomes

116KB] Governor Gregoire will direct the agencies in her cabinet
to develop a near-term action plan to implement strategies that achieve these prioritized outcomes. The
TWG will review the action plan at their January meeting. The TWG and
MHTP staff will work to ensure full engagement from all of our partners over the coming months.
